This legislation (Bill No. 240336) has passed through the City’s Committee on Rules and will be read at the June 6
th City Council meeting and brought to City Council for a final vote on June 13. The Bill is sponsored by Councilwoman Cindy Bass and authored by the East Mermaid Lane Neighbors group. This Bill is the finalized version of the overlay presented to neighbors at the February 7
th Neighbors Meeting.
This Neighborhood Conservation Overlay (NCO) will apply to RSA-3-zoned properties* in the area bounded by the SEPTA Chestnut Hill East Line, Cresheim Valley Drive, Germantown Avenue, Winston Road, Moreland Avenue, Devon Street, Ardleigh Street, and Springfield Avenue, as shown on the map ( for illustrative purposes only). *RSA-3 zoned properties are defined as properties with attached and semi-detached houses on individual lots.
